Unfortunately, you do not appear to be eligible to apply to join the Motability Scheme
If you currently do not receive a higher rate mobility allowance you are not able to lease a vehicle on the Scheme,
however if your circumstances change in the future you may become eligible. In the meantime the following links may be of interest to you.

If you’re thinking of joining the Motability Scheme, you’ll be in good company, as over 600,000 drivers currently use the scheme to get mobile, by exchanging their mobility allowance to lease a new car.
The Eligibility Checker tool and the information on the Motability site will help you to find out if you may be eligible to apply to join the scheme. Remember that even if you can't drive yourself, you can still lease a vehicle through the Motability Scheme and have a nominated driver.
Allowances
To be eligible to join the Motability Scheme, you need to receive one of the following mobility allowances and you must have at least 12 months of award length remaining. Please note that the Attendance Allowance cannot be used to lease a car through the Scheme.
Higher Rate Mobility Component of Disability Living Allowance (HRMC DLA)
Enhanced Rate Mobility Component of Personal Independence Payment (ERMC PIP)
War Pensioners' Mobility Supplement (WPMS)
Armed Forces Independence Payment (AFIP)
